He says,
Dear truthful brothers, the basic elements of our covenant are ten; so grasp their meanings and memorize them. They are com- prehension, devotion, action, (Jihad) sacrifice, obedience, more perseverance, resoluteness, brotherhood, and trust.
By Comprehension, I mean that you should certain that our cause is in full agreement with the principles of Islam, and that you should understand d Islam as we understand it within the bounds of the following twenty concise principles. I. Islam is a comprehensive system that deals with all spheres of life. It is a state and a homeland (or a government and an umma). It is morality and power (or mercy and justice).
It is a culture and law (or knowledge and jurisprudence). It is material and wealth (or gain and prosperity). It is (Jihad) and a call (or army and a cause). And finally, it is true belief and worship.
